You have to build areas that are 7x7, with a turret in each corner
(one screen). Yeah, the start may be a bit chaotic, but believe me,
the defenses you get from the turrets is worth it. At the center of
each "sector", you construct a flux pod, so you can rely on the solar
panels/generators even through an eclipse. After all, they store power.
Next, south of the Pod, put in Security. If you're doing badly, they
can't do anything. And to the north of the Pod, put in an emergency
Missile Launcher. The Vroarscans have wrecked more than one of my
power stations before, so you can never be sure, even with such
effective defenses given by the overlapping turrets. You'll just have
to work AROUND obstructions. Better yet, make them Solar Generator
areas, or tank yards.

When you start with all you money, start building Plasma Guns around
your base so you have a strong defence to start out with and you don't
have to worry about you enemy for a little bit. Then build logs of
homes and laboratories and give some money to the military grand and
civil grant if you want a spy grant and you have a good start.
