1. Spend all of your money. Every penny! Make sure you buy something that
requires funding (Roads, Railroads, Police or Fire Stations). Make sure
that the Auto Budget feature is off.
2. Reduce all funding levels and the tax level to 0% and wait until the
tax year ends (December). While the financial screen is on, hold the L
Button and select the "Go with figures" option.
3. Hit the X Button twice, causing the month to flip to January. Keep
holding the L Button, then re-enter the financial screen and increase
all funding levels to 100%. Leave the tax rate at 0% for now. At this
point, your Current Funds must be 0 or less.
4. Exit the Financial screen and release the L Button. You'll be given
$999,999!!! At this point you may raise the taxes, and place the Auto
Budget feature on.
No floods in Rio de Janiero

For the scenario Rio de Janiero, pause the game as soon as
you start out. Then go around bulldozing everything within
five spaces of the coastline, regardless if it is developed
or not. Then build parks in the five spaces between the
coastline and the buildings. While the game is still in
pause, it is useful to rebuild the buildings you bulldozed
in open places away from the coastline. Unpause the game.
When I did the scenario like this, I didn't even get one
flood.
Extra Landforms
You can get extra Landforms by starting a new city, selecting a
Landform, and when you start your game don't spend any money. Instead
wait about 10 seconds, select the Total Screen, from the information
menu, exit the Total Screen and select the Save/Lode menu. Choose Go
to Menu and select No. Start a new city and the Lamdform will have
changed.
How to get the different gifts
The zoo appears after you build 1 or 3 Stadium's. Build the zoo's near
Residential or Commercial zones for the greatest effect, or population
increase.
The Bank comes when you have less than $2,000.
You get the Fire HQ when you build 6,12, and 18 Fire Stations.
Build 6,12,and 18 Police Stations and you will get the Police HQs.
You get the Train Station after building 50 and 200
kilometers of track. Build these near Commercial Zones.
You get the Fountain after the city is 50 years old. Build near
Commercial Zones.
You get the Landfill's when your open land is only 150,100,50, and 30
acres. I don't know how, but I have gotten up to 9 of them in one game.
You get a Library when you have 3, 6, and 9 Schools.
You get a Windmill when you have 150 Developed Zones,
I have been able to get two of them in one game, but don't know how.
Get a population of 500,000 and you have the Mario Statue.
Get a population of 2,000 and you have your home. Build near
Residential Zones.
To get the city parks, build 300, 600, and 900 acres of
parks. Put near Commercial Zones.
Get 50,000 people and an airport to get the Expo. Put near the
Industrial Zones.
For the View Model get 50,000 people.
For the Amusement Park and Casino, build 300, 400, and 500 Kilometers
of roads (You have to chose between them). Put near Residential Zones.
Tips on Scenarios
All Scenarios
By the end of each Scenario, you must obtain a score of 600 and a
population of at least 100,00. Otherwise, you will be fired by your
citizens.
Bern
You have 10 years to complete this scenario. To control the traffic
problem, bulldoze all of the roads that lead nowhere. Then, bulldoze
all extra roads at the crossroads. Check the Traffic Density and
replace the worst areas with Rails. Combining zones will save on
roads, but it is also very expensive.
Boston
After the meltdown happens, pause the game and bulldoze around all
areas affected by nuclear fallout and fires. Then, add zones in other
areas to help the city rebuild. Be sure to add plenty of Parks. For
the crime problem, check the Crime Rate Map and place overlapping
Police Station coverage in those areas.
Detroit
There's very little police protection in Detroit, therefore, add
Police Stations and Parks in the high crime areas. Bulldoze all of
the extra roads and replace them with parks. Then, begin replacing
roads with rails. Finally, place a Stadium near a residential area to
help the area grow.
Rio de Janeiro
In this scenario, look for zones near the coastline that have little
or no development. Bulldoze these zones and replace them with parks.
Also, place parks along the coastline to reduce the force of the
floods, and watch for fires caused by the flooding. Bulldoze around
these fires and let them burn out. Bulldoze any extra roads and
replace them with parks to lower the transit fund and raise land
value. Finally, you may have to build a new Power Plant due to brownouts.
San Francisco
Before the earthquake hits, build a Fire Station next to each Power
Plant. This will help ensure that the Power Plants survive the fires
caused by the earthquake. After the quake, restore all power and take
care of any fires by bulldozing around them and letting them burn out.
Then, concentrate on rebuilding damaged or destroyed zones. Finally,
check the Crime Rate Map to locate the areas dense with crime. Place
Police Stations in the area so that their coverage overlaps.
Tokyo
Follow Bowser as he attacks. Bulldoze around the fires he creates and
reconnect power lines. Once the fires burn out, pause the game and
add residential zones and parks to increase the land value. Also,
give the area plenty of Police Stations and make sure their coverage
overlaps. Bulldoze undeveloped zones and extra roads and replace them
with Parks. You may want to replace all of the Coal Power Plants with
Nuclear Power Plants, however, this can be very expensive.
Las Vegas
Bulldoze all extra roads and replace them with parks. Then, gradually
add Residential Zones until the first invasion. After the UFO attacks,
pause the game and bulldoze around the fires. Reconnect downed Power
Lines, let the fires burn out and gradually rebuild. Your city will
be attacked approximately ten times, generally in the same areas. Be
sure that you have enough money to deal with resulting fires.
Freeland
This land form is 12,000 acres and has no water, making it ideal for
building the Megalopolis of your dreams. However, you will not receive
any gifts in this Scenario, which makes creating a Megalopolis much
more difficult. Remember to zone about 45% of your land for industrial
use, 30% for residential use and 17% for commercial use.
Fighting crime
To pinpoint high crime areas, access your Crime Rates Map. Notice that
the crime rate is concentrated in areas where there are few Police
Stations or the land value is low. To remedy this, look at the police
coverage and make sure that their areas overlap. In addition, build
parks in all empty spaces around your developments.
How do land values go up and down?
Land value increases near water, forests and parks. You will also
find that value is increased near the center of a land form. Gifts
also make the land value increase. However, land value will decrease
if some conditions get out of hand. If you find that pollution, crime
and traffic jams are increasing, you will soon find the land value in
that area has decreased. Another factor toremember is that citizens
are willing to pay higher taxes when the land value is high.
How do you avoid financial despair?
Use these tips to avoid financial despair: Gradually build your city
by only placing zones you really need. If you continually monitor the
RCI Meter and Maps, you will have a good idea of what zoning your
city requires. Also, if you have high land values, you may be able to
increase the tax rate to nine or ten percent without causing much of
a stir among your citizens. Finally, you can either take out a loan
from the Bank, or use the $999,999 code.
How can I fight Pollution?
To locate high pollution areas, continually monitor your Pollution
Map. You'll notice that the areas causing high pollution are
Industrial Zones, Airports, Seaports, Coal Plants and Roads. To bring
the pollution down to a tolerable level, use Rails and Nuclear Power
only. Fill in all empty spaces with Parks and spread out industrial
areas. Also, make sure that you keep the industrial areas away from
Airports. Keep in mind that pollution isn't that big of a problem as
long as it is not affecting residential zones.
What is the best way to handle taxes?
A seven percent tax rate is acceptable during the beginning
of the game, because you need plenty of funds to begin building your
city. However, once you don't need as much money, lower the tax rate
to four or five percent to keep your citizens happy. Remember: if you
have high land values, your citizens will be willing to pay more taxes.
How can I get rid of traffic jams?
If you use only Rails in your city, you will never have traffic jams.
However, if you're using Roads, try to keep them as straight as
possible. You will notice that traffic jams most commonly occur where
the road curves or where it intersects. Continually monitor the
Traffic Density Map and if you notice problem areas, replace the Road
with Rails or straighten the Roads out.
How can I keep unemploymnt low?
Unemployment problems arise when Residential Zones are placed too far
away from Commercial Zones, or there are too few Industrial Zones.
Make sure that there are always Commercial Zones near Residential
Zones, and that the Commercial Zones are continually developing.
How can I get more room to build?
There are two answers to this question: down-sizing and zone stacking.
Down-sizing:
Airports, Seaports and Stadiums take up a lot of room, but there is a
way to decrease their size. As soon as an airplane flies over the
Airport, Seaport or Stadium, quickly activate the Plane Crash
disaster. The plane will go down on the targeted building and a fire
will consume most of it. As long as one section of the building
remains intact, the facility will continue to operate effectively.
This gives you more room to build!
Zone Stacking:
When most Residential Zones first develop, buildings show up as small
modules. If you're trying to create more space, bulldoze one edge of
the zone and place another zone over it. The down-fall to this method
is that none of these type of zones will ever fully develop.
What land forms have the least amount of water?
The land forms with the least amount of water are 61 with 13% water,
137 with 15% water and 714, also with 15% water. You can also bulldoze
along the water's edge to create more land.
